have the same trouble with 2 motherboard, led white without battery and red light with battery but the notebook won't turn on and i check the motherboard i noticed the same caps on 2 motherboard burn, without this cap no led and after replace, same issue white led or red led whit battery, any help?

i have a Dell Latitude 3540 that did not turn on and ic ENE overheated, then i buy ic on ebay and replace, but not turn on again! the ene kq9012qf a4 need to program for working? -
