Do you have a schematic or service manual?
- does 3A453 IC get the supply voltage?
- are there any optocouplers on that board?
- does the circuit make any sound whatsoever when turned on? Clicks, silent beeps?

This is a slightly destructive way to find a short:
-you detach the affected board from connectors
-you cut the supply paths that lead to 3,3V regulator if necessary
-on the regulator output path you solder two wires that you connect to your power supply which will be set to 3,3V and current limit of 3A.
-you let the current flow for two minutes and wait for the affected component to heat up!
-apply isopropanol (alcohol) on the board. Where the shorted element is hot, isopropanol will evaporate! Check...

Hi. This reminds me of Onkyo receivers that are known for similar problems. Onkyo receivers also have their HDMI boards replaced.
The thing is, all these modern receivers have the same input processing (DTS) chip, which is BGA mounted. This chip is overheating and is known to lose connection to board. Sometimes, if chip itself is not fried, reballing helps.
Check the video and see if you have the same or similar chip on the HDMI board!
