Toshiba NB200 turn ON for 7-10 seconds and turn OFF

i have Toshiba NB200 with board KAVAA LA-5121P Rev:2.0
when i press the power button the light of the power turns on for 7-10 seconds
and then off without displaying anything.
i tried reprogramming the bios but still the same
tried with power supply it doesn't take any amps when its turn on
19v, 3v and 5v are ok; i found pj4 shorted to ground ( +1.05VS ) not (+1.05VSP)
PLEASE can anyone help me[/SIZE][/B]... -
