Checking further I found out all of these marked components are shorted to the ground. shall I start removing the components before removing the IC?

I got this flickering issue as in this video

The monitor keeps flickering for like 5 seconds and it gets solved after 5 seconds. First I thought it is the power/display board so I purchased one from eBay but the issue persisted.

Checking the board where cables are connected I found out the SM4047 IC is getting hot.
