So, guys i fixed it and it's pretty weird. i really think this solution has worked for me only but still sharing as it might be helpfull to anyone else
After doing some more research, I found a solution that worked for me. I was able to fix the problem by reflowing the BQ24193 power management IC. This chip controls the power input and charging process of the PS5.

It sounds like you've done a good job of troubleshooting so far. Since all of the power rails seem to be present, and you've checked the thermal temps on the board, it's possible that you may have a bad BIOS chip or flash, as you mentioned.
If you have a programmer and are able to access the BIOS chip, you could try flashing a known good bin for CFI-1115A. Alternatively, you could try searching online for a known good BIOS dump for your specific board model.

Hey fellow Redditors,
Hoping you're all well. I've got a bit of a situation with my PS5 Digital - it's acting like it's forgotten its sole purpose, won't power up at all. Silence is all I get when I poke the power button - no beeps, zilch, nada, even with some enthusiastic button mashing.
I've done a bit of Sherlocking with my multimeter. All voltages are checking out as they should - PSU's good, I'm getting 5v and 3.3v. Checked in diode mode for any shorts, came up empty there. Even broke out my thermal camera, but no luck spotting any faults. Here's the catch though...

Well, I once attempted a repair on my PS5's controller, even though it was still under warranty and I could have just gotten a replacement. The issue was that one of the trigger buttons (R2) was not registering properly when pressed down. I decided to open up the controller and see if I could fix it myself.
After spending about an hour trying to figure out how to disassemble the controller without breaking anything, I finally got to the trigger mechanism. I found that the issue was caused by a small piece of debris...

Sorry about the delay in getting back to you. Honestly, without the board at hand, it's kinda tricky to give you the exact values. But if you're talking about the components tied to the HDMI port, particularly pins 15 and 16, here's my best guess:
The missing resistor that Samsir pointed out is typically a 2K or 2000 Ohms resistor.
The resistor close to the board edge, the one you were getting a 0.013v reading from according to Samsir's measurement, should be a 22 Ohm resistor. (Samsir called it a 22R3, which is just another notation...

This indeed is a puzzling case. You seem to have covered almost all bases - HDMI port and encoder replacement, checking for short circuits and continuity. Based on your description, it does seem like the APU is functioning correctly, given that the console boots up to a solid white light and even reaches safe mode.
The idea of checking for liquid metal spillage by 'the old man51' could be worth investigating. Liquid metal used for thermal management could, if it spills over, potentially cause shorts or interfere...

I can imagine how frustrating this must be. You've done a pretty thorough job of troubleshooting so far, and it's baffling that the problem persists.
Since you've already tried most of the common solutions, I'd suggest a few other things you might want to consider:
Check the thermal pads on the memory chips. If they're not making proper contact, it can cause the system to shut down.
Check the SSD. If it's overheating or faulty, it can cause...

Sounds like you're in quite a pickle! HDMI port issues can be tricky, especially if there's no visible damage. It's good that you've checked the external part of the port and the connection to the motherboard.
If the HDMI port looks fine externally but the internal pins are loose or disconnected, it could be a case of poor soldering or a manufacturing defect. Even if the feet of the port are still sturdily soldered to the board, internal connections might be compromised.
the issue might be with the HDMI port itself....
