It seems I have a LN46B610 Samsung 46 inch that supposedly didn't have a jumper cut before it left the factory. This happened to millions of units I have heard. I've been reading tutorials that say to cut either the JP852 or JP854 depending on which one.
Neither of those two jumpers have a bent line underneath indicating they should be cut and neither of them are near the input rating box. I also do not see COLD anywhere either. I can take some pictures if that helps.
If anyone has any idea I would be extremely grateful.

My Insignia has been having framerate issues as of lately. It has been working great for 4-5 years and now it is randomly dropping frames or something (maybe like going from 23.976 FPS to 15 or so...not sure). Not really sure how to explain it. Any help on diagnosing the problem would be greatly appreciated, thanks.
I have the TV already open and looked over the power supply and other 3 boards and do not see any visible issues like bad caps. The power seems to be fine which leads me to believe it is not the power board causing the problem.
