Probably final update on this issue.
I ended up buying a replacement logic board for the monitor from DHgate. The board seemed to work fine until I connected the monitor to my hackintosh. Then, it would go black for a few seconds every few minutes. Weird.
After a bit of googling around, I discovered this is a known problem with 204B and some video cards. Apparently at full resolution 1600x1200 some 204B logic boards cannot handle 60Hz input. Sure enough, I tested the monitor at other resolutions and refresh rates, and all...

I now have an oscilloscope at home for another project. I'm also going to try to cross check the logic board against a working in the coming days (weeks? have a day job too)
The replacement board that ordered from China still hasn't arrivedHope I haven't been scammed there.

So I swapped in the new power supply, and there was NO improvement.
Therefore the problem must be with the Logic/Driver. I ordered a new one from here:

But there are plenty of other source online for purchase.
I'd still like to get this logic board working. Can anyone suggest e.g. the top 5 things that may be broken?

Just an update for my case:
As I own more than on 204B, I swapped logic boards from a working unit. This immediately solved the problem.
I found a Chinese source for the part and ordered a new replacement signal/logic board (BN41-00620F Driver Board) from here:

Hi,
I've attached 2 pics of the PS board and the main logic board. After a bit more debugging, still no luck. However, I did find and buy a replacement PS for only 23usd on eBay. Once it arrives that may be helpful. I still haven't disassembled my other 2 semi-working monitors because I'm using them....

Samsung SyncMaster 204b
I have 3 Samsung 204b monitors. 1st-dead after period of long startup times, 2nd-long time to start up, 3rd seems relatively fine.
I bought appropriate capacitors from Digi-Key. For PSU (on 1st unit) I had to replace 3x330uf, 2x820uF & 1x47uF. Hopefully the other 3 monitors are the same as I bought them all at once.
After replacing caps monitor #1 still doesn't work. Some debugging: 13v present to main board, C105 has around 130V on it when on (with switch). Sometimes when I turn the unit on, the blue light will be on power briefly, but typically not (still...

If the power supply is putting out 13.06-13.07 V on the DVM, can we consider it stable? I have this situation, but the logic board still seems to not be sending correct voltages back for dimming etc, and the power button won't light. So is this a bad logic board, or still potentially bad power supply? My supply ultimately failed enough to leave brown mark on the shielding. I replaced all the caps.
